ASPPI BRIEF HISTORY The Association of Safety Practitioners of the Philippines, Inc. (ASPPI) is a non- stock, non-profit organization composed of DOLE-BWC accredited safety practitioners and consultants from various industries in the country and abroad. The Association was organized in 1999 with the support of the DOLE through the BWC. The Association has been organized primarily to assist DOLE in the promotion, administration and enforcement of the OSH Standards. Likewise, the creation of the Association aims to achieve the following:
ASPPI was duly registered with the Securities and Exchange Commission (SEC) on December 8, 1999 with SEC Registration No.199919006. It operates through various committees which implement programs on varied areas of concern for the safety practitioners. ASPPI has 15 National Directors (mostly OSH Consultants) elected by its members. The officers are also elected from among the 15 directors.
To equip all safety professionals with the needed knowledge and skills in the promotion and application of safety and health programs and other related activities. To upgrade all OSH Standards, Codes, Specification, Rules/Regulations and programs to globally competitive levels in conjunction with the national government and its related agencies. To generate a continuing program of linkage and partnership with the other oriented organizations and entities through its chapters, for the protection and welfare of all workers including their families.
To be the respected leader of all safety and health organizations in the Philippines, providing professional technical services and support programs of global standards consistent with national interest. Todate, ASPPI has fifteen (15) Chapters organized with the support of the BWC and the DOLE Regional Offices and two (2) overseas, namely:
OSH PROGRAMS AND ACTIVITIES During its seven years of existence, most of its programs are in support to the DOLE's thrusts and programs on occupational safety and health. Some of its activities include the conduct of yearly convention and general assembly of safety practitioners with themes on safety and health, conduct of forum to discuss recent issues on OSH, technical support on the proposed amendments of the OSHS and draft on the proposed code of ethics of safety practitioners. Last December 22, 2006 a coordination meeting between ASPPI and the DOLE-BWC was conducted at the OSHC, Diliman, Quezon City. The activity aimed to further enhance ASPPI chapter organizations in all the regions in line with the DOLE Rationalization Program and in preparation for the decentralization of line functions being performed by the BWC to include evaluation and approval of accreditation of OSH Practitioners / Consultants and the evaluation and approval of construction safety and health programs pursuant to DO 16 series of 2001 and DO 13 series of 19998, respectively. ASPPI Directors sit as technical consultants during the conduct of the thesis defense and interview of applicants for accreditation as OSH Consultant.
With the decentralization of the line functions of BWC to the regional offices, the organization of ASPPI regional chapters is a crucial in ensuring transparency in the accreditation program. Since ASPPI is composed of "volunteers" from the private sector, it will be to the benefit of the program that ASPPI regional chapters hold office in the DOLE regional offices. This will ensure orderly and fast evaluation of documents. ASPPI Officers who form part of the technical working group in the regions shall undertake the initial evaluation of the documents of the applicants for accreditation as OSH Practitioners and Consultants. Moreover, one member of the technical working group of ASPPI will sit as member of the panel who will interview the applicants. The chair of the panel of interviewers will be the DOLE regional directors or the assistant regional directors. The ASPPI National shall hold office in the BWC Office to ensure smooth coordination of safety and health activities with the Bureau. In 1999, upon its organization during the tenure of the BWC Director Chita G. Cilindro, ASPPI was given a working space in the BWC office to facilitate coordination of joint activities on OSH with the BWC. ASPPI transferred to Angel Linao St., Malate Manila where it held office for the past six (6) years. At present, its temporary office is in Quezon City.
